Office of the President

Seo Jeong-sang (First President 1979. 03 ~ 1981. 11)

Founder and Chairman, Doctor of Pharmacy

Dr. Seo Jeong-sang, the founder of Woosuk University, began his educational endeavors inspired by the words of Ahn Jung-geun, "A million gold pieces are not worth one educated child." He established the educational foundation, Woosuk Academy, which is the predecessor of Woosuk University, and laid a solid foundation for the university as its first president. During his tenure, he transitioned the university from Jeonju Woosuk Women's College to a coeducational institution within a year and changed its name to Jeonju Woosuk University. He also secured over 180,000 pyeong of land in the current Samnye area to lay the groundwork for the university's growth into a comprehensive university. Additionally, he opened dormitories and libraries to provide spaces for academic exploration and dedicated himself to nurturing future generations. Dr. Seo left numerous achievements as a pioneer in education in Jeonbuk until his passing at the age of 73 in 2001.

Yang Hee-cheon (2nd and 3rd President 1981. 11 ~ 1988. 11)

Doctor of Agriculture

With the appointment of President Yang Hee-cheon, the university achieved both stability and quantitative and qualitative development. He opened the era of the Samnye Campus by developing a comprehensive campus in Samnye, leading to significant growth as a sizable university. A museum befitting the historical and cultural region was established, and the Family Education Center and Woosuk Hall (dormitory) were completed to provide study spaces for students. He consistently promoted the expansion of departments, creating a vibrant campus for young people. Furthermore, to foster academic research and the pursuit of truth, he established a graduate school and an education graduate school to train specialized personnel, and he was the first in the nation to establish a Child Welfare Research Institute. In 1987, he laid the groundwork for Woosuk University's reputation nationwide by starting the construction of the 23-story main building, the tallest among domestic universities at the time.

Kang Han-young (4th President 1988. 11 ~ 1990. 02)

Doctor of Literature

With the appointment of Dr. Kang Han-young, the university focused on internal stability and fostered harmony among its members. The completion of the 23-story main building in 1989 showcased the university's stature and marked a vigorous step towards becoming a prestigious institution. The main building, completed in the year of the university's 10th anniversary, boasted the highest floors among universities nationwide, renewing the university's external image. President Kang also implemented a democratic management style that gathered opinions from members, fostering harmony among students and staff throughout the management process. He expanded affiliated and subsidiary institutions to provide a foundation for the university's academic and research development, significantly upgrading the quality of the university. Notably, the expansion and relocation of the library met the academic needs of the members and contributed to creating a conducive learning atmosphere on campus.

Choi Il-woon (5th President 1990. 02 ~ 1994. 02)

Doctor of Philosophy

During President Choi Il-woon's tenure, the university was elevated to a comprehensive university in 1992, redefining its status. He completed an arts building and a gymnasium (also used as a lecture hall) for students in the arts and physical education, and constructed new dormitories. He also initiated the construction of a training center for students and staff to enhance their physical and mental well-being. To foster the development of the nation's top traditional medicine, he opened the affiliated Woosuk Oriental Medicine Hospital. President Choi, as a principled scholar, healed the conflicts and pains of the university community while laying the groundwork for the university's development. He established a long-term comprehensive development plan for the university, defining the direction Woosuk University should take in the future. This direction included leading the development of the local community in the era of localization, meeting the educational needs of the region, and building a university based on the unique cultural characteristics of the area.

Kim Jong-cheol (6th President 1994. 02 ~ 1998. 09)

Doctor of Education

By recruiting Dr. Kim Jong-cheol, who has a national reputation in the education and academic fields, especially in higher education, the foundation for the university's development was laid. President Kim operated the university stably, meeting the expectations of the members who believed he would greatly contribute to its development. He established various new departments suitable for the scale of a comprehensive university, restructured the undergraduate system into colleges, and established a graduate school of management and administration. Additionally, he began to promote globalization by initiating a global network with universities in New Zealand, Japan, and China. The completion of the pharmacy building, science building, and dance building during President Kim's tenure contributed to the expansion of the campus and the establishment of the university's comprehensive university identity.

Jang Myung-soo (7th President 1998. 09 ~ 2002. 08)

Doctor of Engineering

During President Jang Myung-soo's tenure, the university's development was publicly recognized. It gained a reputation as an excellent university in various evaluations by the Ministry of Education. Following the selection as an excellent university in the academic reform sector by the Ministry of Education, it was recognized as an excellent university in the comprehensive evaluation of universities by the Korean Council for University Education in 1999. Additionally, it was selected as an excellent education graduate school in the 1999 evaluation by the Ministry of Education, ranked 13th nationwide in the financial support project evaluation, and designated as a specialized university for local universities by the Ministry of Education. Furthermore, the university signed cooperation agreements with domestic universities for educational linkage programs and established various exchange agreements with prestigious universities worldwide, expanding the university's external image. The completion of the cultural center coincided with the 20th anniversary of the university, significantly enhancing student academic services. During his tenure, President Jang actively engaged in external activities to renew the image of Woosuk University.

Kim Young-seok (8th and 9th President 2003. 01 ~ 2007. 02)

Doctor of Business Administration

As the first CEO president in domestic universities, President Kim Young-seok initiated bold structural reforms that elevated the university's growth to a new level. During his tenure, he promoted three major innovation tasks to strengthen the university's competitiveness: specialization, innovation of educational conditions, and establishment of an efficient operational system, while also pushing for the establishment of a global campus as a specialized project. These efforts resulted in remarkable achievements after the 2006 academic year, including a significant increase in the enrollment rate of new students, an employment rate of 84.6%, attracting international students, and ranking among the top six nationwide in industry-academia cooperation results. To continuously promote university innovation, he established annual management plans to select and implement key initiatives, and he presented a future vision through the long-term development plan, WellTech WOOSUK 2010+, aiming for the top 30 prestigious universities by 2010.

Ra Jong-il (10th President 2007. 03 ~ 2011. 03)

Doctor of Political Science

As an expert in diplomacy and security, President Ra Jong-il returned to academia after serving as the ambassador to Japan for 36 years, starting his first role as the president of our university. During his tenure, he fully utilized his diplomatic experience to lead remarkable developments in international exchange. In the early days of his presidency, international exchanges expanded from over 40 universities in 20 countries to over 100 universities and institutions in more than 30 countries. He also received approval from the Ministry of Education to establish the ASEM Campus, which is positioned to become an educational hub in Eurasia, thereby expanding the university's influence. Additionally, he conducted various global competitions targeting university students from around the world, such as the ASEF University program for the next generation of leaders in Asia and Europe, enhancing the university's global reputation. Furthermore, he was selected for significant domestic and international projects such as RIC, the Confucius Institute, and the Education Capacity Enhancement Project, further strengthening the university's capabilities.

Kang Cheol-kyu (11th President 2011. 04 ~ 2014. 01)

Doctor of Economics

Having served as the Chairman of the Fair Trade Commission and the representative of the Citizens' Coalition for Economic Justice, President Kang Cheol-kyu contributed to transparent management and the construction of a fair society. Upon taking office, he dedicated himself to creating a university that helps students find their dreams and aspirations, based on the educational philosophy of a student-centered university, focusing on improving educational quality and student services. He conducted aptitude and personality tests for all new students and established 12 interdisciplinary programs for students whose aptitudes did not match their majors, striving to cultivate professionals suited for the new era. He also uniquely operated a community-based course as a mandatory subject, accelerating the training of talents needed for a society that lives together. Alongside this, President Kang made significant efforts to improve services for students during his tenure, culminating in the publication of a book titled "100 Services Available at Woosuk University." He was also selected for major national projects such as the Ministry of Education's Industry-Academia Cooperation Leading University (LINC) and the Engineering Education Innovation Center Support Project, solidifying the university's status as a leading institution for regional development and significantly contributing to local economic development and employment rates.

Kim Eung-gwon (12th President 2014. 02 ~ 2018. 02)

Doctor of Educational Administration

As an educational bureaucrat who has actively worked in the Ministry of Education, President Kim Eung-gwon proclaimed a "university faithful to its fundamentals" upon taking office, achieving the highest grade A in the first cycle of university structural evaluation, placing the university on solid ground. Subsequently, he achieved remarkable growth for the university by obtaining certifications in various evaluations conducted by the Ministry of Education and the Korean Council for University Education. Following the LINC project, he was also selected for the Social Customization LINC+ project, significantly contributing to improving the university's financial situation and enhancing its industry-academia cooperation. Additionally, he showcased the university's potential by being selected for various projects such as the university specialization project, support for universities contributing to high school education, support for lifelong learning-centered universities, and industry-academia-government coupling projects. He also significantly improved the educational environment and facilities by remodeling dormitories, replacing energy-efficient heating and cooling systems, and separating desks and chairs, realizing a student-centered and education-centered university. He enjoyed communicating with students through initiatives like student forums and improved the university's systems, encouraging participation from members to transform it into a more substantial institution.

Jang Young-dal (13th President 2018. 02 ~ 2019. 07)

Doctor of Public Administration

As a four-term member of the National Assembly who has led the democratization movement in South Korea, President Jang Young-dal integrated the philosophy of Dasan Jeong Yak-yong into university education upon taking office, laying the foundation for pragmatic scholarship. He particularly promoted the reading movement of Dasan Jeong Yak-yong and expanded funding for it to disseminate Dasan's philosophy. Additionally, he utilized his extensive personal network to promote the university's external expansion in the early days of his presidency, inviting domestic scholars as distinguished professors to solidify the foundation of the university as a specialized institution. Furthermore, he led the selection of the university for the Ministry of Education's University Innovation Support Project, the selection as a university contributing to high school education, the designation as a base university for the youth education support project, the maintenance of certification as an internationally competitive university, and the entry into the second phase of the LINC+ project, showcasing the university's strength as a small but powerful institution. During his tenure, President Jang was recognized for his vigorous activities that elevated the university's reputation and was honored to be appointed as the first honorary president in the university's history.

Nam Cheon-hyun (14th President 2020. 02 ~ 2024. 02)

Doctor of Business Administration

As the first president from the faculty of Woosuk University, President Nam Cheon-hyun has drawn a new blueprint for the century-long plan towards becoming a prestigious institution. He was affectionately called "Our President" as he wisely overcame the numerous challenges faced by the university through communication with the members. In the early days of his presidency, he successfully led education and quarantine during the unprecedented COVID-19 pandemic with a gentle leadership style. Despite the challenging educational environment, President Nam achieved the highest rating as an excellent university in the accreditation evaluation for university institutions in the Honam and Jeju regions. He also secured the highest S grade in the university innovation support project and was selected for the industry-academia cooperation leading university cultivation project (LINC 3.0), solidifying the university's status. He led the university to achieve the highest employment rate for four-year general universities in Jeonbuk for three consecutive years, enhancing the university's brand value. Additionally, he established plans for the advancement of the long-term development plan, Woosuk Vision 2030, presenting a future vision for the university.
