Student Welfare Guide

Student Activity Accident Prevention and Response Manual

1. Purpose

  • To prevent various student safety accidents that may occur during on-campus and off-campus group activities, and to establish compliance matters for prompt and appropriate accident handling and response measures in case of an accident.

2. Scope of Application

  • Various off-campus academic activities of departments (off-campus field classes, graduation trips, LT, etc.)
  • Various student self-governing event safety accidents on campus (festivals, sports competitions, club activities, etc.)
  • Various accidents on campus (fractures, contusions, falls, assaults, etc.)
  • Safety accidents during off-campus group activities (freshman OT, rural volunteer activities, academic field trips, MT, retreats, etc.)

4. Essential Confirmation Items for Group Training Operations

    A. Accommodation Facility (Location) Matters

  • Results of safety inspections of local government facilities within the last year or safety inspection results according to individual laws regarding hygiene, fire, electricity, gas, etc.
    • Compliance with the accommodation capacity approved by the local government where the accommodation facility is located.
  • Confirmation of insurance coverage for the accommodation facility (location), etc.
    • Copy of business liability insurance policy ※ Confirm insurance validity period, insurance amount per accident (amount per person), coverage, etc.
    • Contracts related to accommodation should specifically state the liability for compensation in case of safety accidents, and it is recommended to contract with both business liability insurance and fire insurance providers.
  • When contracting accommodation facilities, refrain from using unregistered accommodations, unauthorized buildings, and consider using youth training facilities.
  • B. Transportation Matters

  • Confirmation of insurance policies related to transportation means such as buses and vehicle ownership status
    • Copy of vehicle insurance policy and vehicle ownership status table ※ Confirm insurance validity period, insurance amount per accident (amount per person), coverage, etc.
    • Vehicles must be from a transportation company that is insured under comprehensive insurance, and on the day of the event, confirm that the dispatched vehicle matches the vehicle number in the contract.
    • Specify safety-related conditions such as bus type, model year, and seating capacity as contract conditions.
  • Safety checks for drivers and vehicles
    • Confirm the results of traffic safety information inquiries for the vehicle at the time of contract (Traffic Safety Authority) and request a breathalyzer test (traffic department of the local police agency).
  • C. Insurance Coverage for Group Activities

  • Check whether the school has existing insurance and the scope of compensation (liability)
    • Confirm the scope of compensation (liability) for existing insurance taken out by the university * There may be disputes regarding insurance coverage for new students before enrollment, etc.
    • If the compensation scope is limited per accident, it may not be sufficient based on the number of participating students, so confirm the compensation scale relative to the number of participants.
  • If the existing insurance coverage is insufficient, consider taking out separate insurance that is applicable during the event period
    • Explore various options such as travel insurance, adding riders to existing insurance, etc.
  • D. Pre-Event Site Visit

  • Reconfirm insurance coverage and safety inspections of facilities.
  • Confirm preparedness for emergencies such as fires
    ※ Contact systems with fire facilities, escape routes, nearby fire stations, hospitals, local governments, etc.
  • Confirm vehicle accessibility and entry routes.
  • Strengthen facility safety checks with the participation of faculty and staff (facility managers).
  • E. Conduct Pre-Education for Participating Students

  • Conduct accident prevention education regarding alcohol consumption, assault (including sexual harassment, sexual assault, sexual violence, etc.)
  • Provide safety accident preparedness information upon arrival at the event site
    ※ Location of fire extinguishers in accommodation and event venues, evacuation routes in case of emergencies.
  • When operating accommodation programs, refrain from individual activities of participating students (night drinking, visiting karaoke, etc.) outside of program activities.
  • F. Accompanying Faculty and Staff

  • If it is an event organized by the university or if there is a request from students, faculty and staff will accompany.
  • When operating accommodation programs, report to the head of the unit or department according to the "University COVID-19 Infection Prevention Management Guide (6th Edition)" and proceed, and it is mandatory for faculty and staff to accompany for student guidance.
  • G. Disclosure of Budget Execution Details

  • For event expenses collected from students, disclose accounting management details to ensure transparency in budget execution and management.

  • Step 3. If the patient's condition is critical, request an ambulance by calling 119

  • In emergencies, people may panic and miss the timing to request help, but
    not requesting help and using regular vehicles for transport can pose serious risks to the patient.
  • When reporting an emergency patient, clearly and slowly communicate the following:
    • Provide the exact location, address, and phone number where the incident occurred.
    • Clearly explain the circumstances of the emergency and the patient's condition.
    • Inform about any surrounding hazards: fire, accidents, hazardous materials, etc.
    • Provide the exact number of patients.

8. Accident Insurance Processing

    1) Eligibility for Claims

  • Target: University students enrolled at this institution
  • Scope of enrollment: From prospective students to currently enrolled students
  • Compensation for personal medical expenses for injuries incurred during official school activities and events (with supervising teachers present) (Group events are recognized only if an event application has been submitted)
  • After treatment is completed, submit the required documents for reimbursement of personal expenses to the Student Welfare Team
    • ※ For accidents occurring in laboratories during experiments, practical training, or research, contact the management team for inquiries and claims.
    • ※ Foreign students should contact the Global Education Support Center for inquiries and claims.
    • ※ Accidents occurring during training and competitions for student athletes are not compensated.
  • 2) Scope of Claims

  • Medical and treatment expenses within 6 months from the date of the accident (the claim deadline is within 3 years after the accident)
  • The treatment period cannot exceed 180 days from the date of the incident under any circumstances.
  • Medical expenses are subject to a personal burden and a compensation limit of 3 million won.
  • Students who have personally subscribed to other accident insurance cannot receive double compensation exceeding the actual incurred amount.
  • 3) Required Documents

  • One copy of the accident insurance claim form (the claim form is available at the Student Welfare Team and can be downloaded from the university website's student life form page)
  • One original copy of the medical certificate (only applicable if the medical expenses exceed 100,000 won)
  • One copy of the initial treatment chart (only applicable if the medical expenses exceed 100,000 won)
  • Original medical expense statement and receipt
  • Original medical receipt (for pharmacy use)
  • One copy each of personal identification and bankbook, and a certificate of enrollment
